According to a report released by the Association for Democratic Reforms (ADR) on December 30, 2024, N. Chandrababu Naidu, the Chief Minister of Andhra Pradesh, is the wealthiest Chief Minister in India, with assets worth over ₹931 crore.
The report also highlights that the average asset value for Chief Ministers across Indian States and Union Territories is ₹52.59 crore. Collectively, the total assets of the 31 Chief Ministers amount to ₹1,630 crore.

- N. Chandrababu Naidu (Andhra Pradesh) – Assets worth over ₹931 crore
- Pema Khandu (Arunachal Pradesh) – Assets worth more than ₹332 crore
- Siddaramaiah (Karnataka) – Assets exceeding ₹51 crore
However, the report also sheds light on liabilities, with Khandu having the highest liabilities at ₹180 crore, followed by Siddaramaiah at ₹23 crore, and Naidu with liabilities of over ₹10 crore.
Mamata Banerjee of West Bengal is reported to be the poorest CM, with assets valued at just ₹15 lakh.
Other key highlights from the ADR report include the low representation of women, with only two women Chief Ministers out of 31: Mamata Banerjee from West Bengal and Atishi from Delhi. The report also reveals that two Chief Ministers in India are billionaires. In terms of assets, three Chief Ministers have assets worth over ₹50 crore, while nine others possess assets ranging from ₹11 crore to ₹50 crore. Regarding educational qualifications, 10 Chief Ministers are graduates, and two hold a doctorate. The report also highlights the age distribution, with six Chief Ministers aged between 71 and 80 years, and 12 in the 51-60 years age group.
