In a significant move, the Union Cabinet, chaired by Prime Minister Narendra Modi, has given the green light for the establishment of a new brownfield ammonia-urea plant in Namrup, Assam. The proposal, which was initially outlined by Finance Minister Nirmala Sitharaman in her Budget 2025 speech, aims to enhance domestic urea production, especially in the northeastern region.
The plant, to be set up within the existing premises of Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), is expected to produce 12.7 lakh metric tonnes of urea annually. The estimated total project cost is Rs 10,601.40 crore, with a debt-equity ratio of 70:30, through a joint venture (JV). The Namrup-IV Fertilizer Plant is expected to be completed and commissioned in 48 months.
The plant will significantly increase the country’s urea production capacity, catering to the growing demand for urea fertilizers in states like Assam, Bihar, West Bengal, eastern Uttar Pradesh, and Jharkhand.
The Cabinet also approved National Fertilizers Limited (NFL)’s equity participation of 18%, relaxing the limits prescribed in the Department of Public Enterprises (DPE) guidelines. An Inter-Ministerial Committee (IMC) will oversee the process of setting up the Namrup-IV Fertilizer Plant.
The Namrup-IV unit is designed to be more energy-efficient, which aligns with the government’s focus on sustainable development. The project is expected to generate both direct and indirect employment opportunities for the local population, while also contributing to the country’s self-reliance in urea production.
In other Cabinet news, the Union Cabinet has approved the ‘Incentive Scheme for Promotion of Low-Value BHIM-UPI Transactions from Person to Merchant (P2M)’ for the financial year 2024-25. The scheme, with an estimated outlay of Rs 1,500 crore, aims to incentivize low-value UPI transactions (up to Rs 2,000) for small merchants, further promoting digital transactions across the country.
These initiatives reflect the government’s continued commitment to enhancing agricultural production, energy efficiency, and the promotion of digital payments in India.
